So, what is the plan here? Freelancers are boarding but what are the rest of us doing?

Probably boarding and taking out or capturing ships as well. Spartans are lethal in close combat, so I wouldn't doubt the UNSC sending out boarding parties to every ship they can in order to maximize chances of victory without naval engagement. Plus, stolen ships covie ships can be powerful assets. Send one into an attacking fleet armed with a nuke, straight up use it to ram and confuse enemy battle formations, the sky's the limit!

Or maybe enemies board one of the UNSC's ships, and your Spartan is sent to eliminate the boarding party.
